M10 x 25 x 1.5mm penny washers are also known as repair washers, mudguard washers or fender washers.

They have a wider diameter than standard washers to spread the load in softer or thinner materials such as wood or plastic.

This can help to prevent damage to the material if the fasteners are overtightened as the wider surface area stops the fasteners from pulling through.
They can also be used to cover up any large holes or slots in the workpiece.
